Steven G. Horowitz

Steven concentrates on strategic and policy issues such as business planning and public finance. Prior to NCP, he practiced at the law firm of Cleary Gottlieb since 1987 and founded its real estate group. He has served as a Lecturer in Law at Columbia Law School since 2003 and as a member of the New York Advisory Board of Trust for Public Land since 1999.   

Steve holds a B.A. in art history and urban design from Yale University and joint degrees from Harvard Law School and the Kennedy School of Government.
